Additional Monitoring may be Required of Major Air Pollution Sources

The United States Environmental Protection Agency ("USEPA") has developed a draft rule that would require major sources of air pollution, including those facilities with Title V Operating permits, to implement compliance assurance monitoring ("CAM"). The purpose behind the enhanced monitoring and compliance certification requirements of the draft CAM rule is to ensure that the control devices installed or otherwise employed at a source are properly maintained and operated such that the source is in continuous compliance with its emissions limitations. In many cases, the enhanced monitoring and compliance certification requirements of the CAM rule would be in addition to the periodic testing already required of major sources. The USEPA expects to issue a final CAM rule by July 1997. If adopted, the CAM rule would require major sources of air pollutants that do not provide compliance assurances to perform additional testing and monitoring.
