EPA Establishes Effluent Limits for Transportation Equipment Cleaning Category

EPA recently adopted technology-based effluent limitation guidelines, new source performance standards, and pretreatment standards for the discharge of pollutants into surface waters and publicly owned treatment works ("POTW") by facilities that perform transportation equipment cleaning ("TEC") operations.  The TEC effluent limits apply to facilities that clean the interiors of tank trucks, rail tank cars, intermodal tank containers, tank barges, and ocean/sea tankers that are used to transport chemical, petroleum or food-grade cargo.  The TEC limits do not apply to tank cleaning performed in conjunction with other industrial, commercial, or POTW operations of tanks used to contain raw materials, by-products, and finished products from on-site processes.  65 Fed. Reg. 49666 (August 14, 2000) to be codified at 40 CFR Part 442.
