NJDEP has selected the Mosakin Corporation as the operator of the registry for the Open Market Emissions Trading Program under the Air Pollution Control Act and its implementing regulations. The registry tracks the generation, verification, transfer and use of discrete emissions reductions ("DERs"). DERs are tradeable units generated by the voluntary reduction of surplus air contaminant emissions. Facilities can acquire DERs and use them to comply with certain air pollution control requirements. Prior to the selection of Mosakin Corporation, NJDEP operated the DER registry itself.
